So hat China Hunderte Tonnen an persönlicher Schutzausrüstung (PSA) ins Ausland geliefert, medizinische Teams entsandt und 100 Millionen USD an die Weltgesundheitsorganisation (WHO) und die Vereinten Nationen (UN) gespendet.Trotz der zunehmenden geopolitischen Spannungen zwischen China und der EU eröffnet der verstärkte humanitäre Einsatz Pekings die Möglichkeit für die EU, sich gemeinsam mit China im humanitären Sektor zu engagieren. Dabei sollte die EU eine langfristige Strategie für eine mögliche Zusammenarbeit im humanitären Bereich entwickeln. Ein Dialog, der die unterschiedlichen Ansätze beider Akteure berücksichtigt und sich auf Gemeinsamkeiten fokussiert, könnte die Tür zu einer möglichen Zusammenarbeit öffnen. Protracted crises and frequent natural disasters have generated an unprecedented number of people in need of humanitarian assistance. The international community faces a great challenge in supporting these populations, as the gap between needs and available funding is growing. To close this resource gap, the European Union (EU) aims to step up its engagement with emerging donors, particularly China, to increase their level of funding. Although China has previously been reluctant to engage in the international humanitarian system, its response to the COVID-19 pandemic indicates a change in attitude. Over the past year, China has delivered hundreds of tonnes of personal protective equipment (PPE) to over 150 countries and dispatched medical teams abroad. It has also donated $100 million to the World Health Organization (WHO) and the United Nations (UN) and pledged to establish a global humanitarian response depot and hub in China in cooperation with the UN.Amidst increasing geopolitical tensions between China and the EU, China's growing humanitarian engagement opens an opportunity for the EU to engage with China in the humanitarian sector. However, rather than framing China's increased engagement in solely financial terms, the EU should develop a long-term strategy as to how to engage with China on humanitarian matters. A dialogue that takes both parties' different approaches towards humanitarian aid into account and searches for common ground could open the door towards possible cooperation. This would not only help in narrowing the funding gap but carry the potential for greater coordination and consequently more effective assistance provision.China conceptualises humanitarian aid as a subcategory of development aid and provides the majority of its assistance bilaterally. Beijing's state-centric approach to humanitarian assistance means in practice that it engages mostly in the aftermath of natural disasters rather than conflict settings. The EU, on the other hand, has a separate humanitarian aid policy that guides the allocation of funds and provides its humanitarian assistance through non-governmental organisations (NGOs), UN agencies and the International Committee of the Red Cross (ICRC).This Briefing Paper maps out the characteristics of Chinese humanitarian aid and outlines two areas on which the EU's tentative steps towards a dialogue with China could focus.• Food security sector: Food insecurity is a key component in existing humanitarian needs, only exacerbated by the COVID-19 pandemic. Food assistance and nutrition are already a key area of engagement for the EU and China. The EU should advocate for China to scale up its contributions to global food security through the World Food Programme (WFP), with whom China has a good working relationship. This could be combined with a political dialogue on how to foster cooperation on food security assistance.• Anticipatory humanitarian aid: Disaster risk reduction, preparedness and response play an increasingly important role in global humanitarian aid. China has built up its most significant expertise in response to natural disasters. Deutschland und das Vereinigte Königreich Großbritannien und Nordirland (UK) sind im Hinblick auf Ausgaben für die Entwicklungszusammenarbeit (Official Development Assistance – ODA) die zweit- bzw. viertgrößten Geber weltweit. Bei internationalen politischen Debatten über globale Entwicklung in der Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD), der G7, der G20 und anderen wichtigen Zusammenschlüssen und Plattformen sind die beiden Länder zudem wichtige Akteure. Die Entwicklungspolitik beider Länder hat sich im ersten Jahrzehnt dieses Jahrtausends stark angenähert und es kam zu einer umfangreichen Zusammenarbeit. In dieser Zeit begannen die westlichen Länder die Entwicklungszusammenarbeit als erhebliche Quelle von Soft Power zu begreifen, was sich in steigenden Entwicklungsbudgets und aneinander angeglichenen politischen Ausrichtungen bemerkbar machte. Die Austeritätspolitik im Anschluss an die globale Wirtschafts- und Finanzkrise und die Entscheidung des Vereinigten Königreichs 2016, die Europäische Union (EU) zu verlassen, haben die bilateralen Beziehungen zwischen Deutschland und dem Vereinigten Königreich im Bereich der Entwicklungspolitik vor große Herausforderungen gestellt. Mit dem Austritt des Vereinigten Königreichs aus der EU hat sich die Zahl der gemeinsamen Maßnahmen und entsprechenden Möglichkeiten für Kooperationsinitiativen verringert. Nach der Hälfte des Zeitraums, der für die Umsetzung der Agenda 2030 vorgesehen ist, richten beide Länder ihre Entwicklungspolitik neu aus und arbeiten daran, ihre künftige Rolle in Europa und ihre globalen Entwicklungsambitionen festzulegen. Dennoch bleiben sie wichtige Partner im globalen Entwicklungssektor. Sowohl das Vereinigte Königreich als auch Deutschland haben ihre entwicklungspolitischen Strategien jüngst als Teil ihrer integrierten Außenpolitik angepasst oder sind dabei, solche Strategien zu erarbeiten. Die Auswirkungen des vor einigen Monaten ausgebrochenen Krieges in der Ukraine machen jedoch Anpassungen dieses Prozesses erforderlich. Es spricht nach wie vor viel für einen regelmäßigen Austausch und eine entwicklungspolitische Zusammenarbeit zwischen beiden Ländern, nicht zuletzt auch durch eine Intensivierung des Dialogs und die Wiederaufnahme gegenseitiger Abordnungen zwischen dem britischen Ministerium für Auswärtiges, Commonwealth und Entwicklung (Foreign, Commonwealth and Development Office – FCDO) und dem Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ). Vor allem zwei Bereiche bieten gute Perspektiven. Erstens sollten Deutschland und das Vereinigte König-reich eng zusammenarbeiten, um die Agenda der aktuellen G7-Präsidentschaft umzusetzen. Der Schwerpunkt auf Investitionen in Infrastrukturprojekte, der schon während der britischen G7-Präsidentschaft im vergangenen Jahr gesetzt wurde, sollte beibehalten werden. Weitere wichtige Möglichkeiten der Zusammenarbeit bestehen in den Bereichen Gleichstellung und Klimaschutz sowie bei der Bereitstellung globaler öffentlicher Güter. Zweitens sollten Deutschland und das Vereinigte Königreich darum bemüht sein, sich im Rahmen der OECD zu engagieren und ihre Rolle als Institution, die mit der Erarbeitung wichtiger Standards für die internationale Entwicklungspolitik betraut ist und ein wichtiges Forum für wechselseitiges Lernen darstellt, zu unterstützen. Da beide Länder wichtige Geldgeber für die globale Entwicklungsfinanzierung sind, ist die Legitimität des Berichtssystems der OECD von wesentlicher Bedeutung dafür, ihren Einfluss im globalen Entwicklungssektor geltend zu machen und einen entsprechenden Beitrag zu leisten.

This paper analyses the European Union's (EU) evolving motivations, priorities and current approaches to development cooperation under the label of 'Team Europe', following its introduction in April 2020 as the European Union's global response to the COVID-19 pandemic. It assesses what Team Europe is, to what extent and how the Team Europe approach has changed the EU's development cooperation, which effects it has on EU initiatives to support partner countries, and discusses the implications of Team Europe on the EU's development policy in the medium and long term. The paper analyses the Team Europe approach along four dimensions, which are traditionally emphasised in the EU's development policy: (i) visibility, (ii) effectiveness, (iii) ownership and (iv) integration. It concludes that Team Europe primarily seeks to increase the visibility of EU's actions in support of partner countries and prioritises European ownership of cooperation priorities over developing country ownership. Although 'effectiveness' efforts focus on improving efficacy of the intra-EU-MS coordinated processes, it remains unclear whether Team Europe promotes more programmatic collective action among member states.
